Help service authorities, regulators and ministries, and international financial institutions establish baselines, simulate the outcomes of possible investment packages, track implementation of investments, and audit investments.
Help service authorities determine the appropriate level of tariffs and design subsidies; assist regulators and ministries in tariff reviews.

Assist in evaluating the financial viability of different business models, investment and their impact on service equity
Assess strengths and weaknesses of utility data systems and support in data systems strengthening.
Who has access to safe services? At what price? Who provides this service? At what cost? Is service provision informal and unregulated? The tool starts with these questions and through iterative scenario modelling helps users think critically about how best to prioritize their resources to advance equitable and safe services for all. The tool analyses shifts in a range of input conditions on equity outcomes (who benefits and at what cost to the HH?), Viability (net income of the provider)and the environment (% waste safely managed, net water consumption.
